This document proposes that the observable expansion of the universe
is not a function of outward motion or energy dispersal, but a semantic
requirement—a rule embedded in the structure of the Simulation:
There must always be two packets.
The expansion is thus interpreted as the preservation of referential
duality, not the consequence of physical momentum. The universe persists
not because it is moving, but because it is resolving a difference that
must not collapse.
